POLICY 2-10 INCLEMENT WEATHER CONDITIONS

I. PURPOSE
The following policy is established for the guidance of personnel during periods of unusual inclement weather conditions, and addresses four related areas.
II. CLOSING AND OPENING OF THE EIGHTH AVENUE SNOW GATES
A. Gate Closure
1. The decision to close the gates is made by the Police Officer on duty with the assistance of Physical Plant Services personnel when available.
2. The Police Officer notifies Central Dispatch of the closure. Central Dispatch will notify the Durango Fire and Rescue Authority of the closure.
3. The Police Officer closes the gates and turns on the warning lights with the assistance of Physical Plant Services personnel, providing they are available.
4. The Police Officer notifies local radio and television stations of the closure of 8th Avenue.

B. Gate Opening
1. The decision to open the gates is made by the Police Officer on duty, with the assistance of Physical Plant Services when available.
2. After the roadway has been cleared of snow and ice, the gates are opened and warning lights are turned off by the Police Officer on duty, and assisted by Physical Plant Services when available.
3. Once the gates are opened, the Police Officer notifies Central Dispatch and the local radio stations that 8th Avenue is open for regular traffic.
III. SUSPENSION OF CLASSES
Under extremely adverse conditions, the President or his designated agent may suspend classes. If a decision has been made to suspend classes, the President or his designated agent, will notify local radio stations (see previous list) that classes have been suspended for a determined period of time.
IV. TOWING OF PARKED VEHICLES FOR SNOW REMOVAL
Vehicles left in parking lots that interfere with normal snow clearance may be towed at the owner's expense.
The Police Officer on duty will determine the towing of any vehicle, and the towing will be conducted by a licensed, bonded company. Reasonable effort will be made to locate the owner of the vehicle before it is towed.
V. CLASSIFIED PERSONNEL
Authority to close State facilities rests with the President or his designated agent. Designation of weather emergencies will occur only in the event of extreme conditions and not during weather typical of the season.
At the discretion of the President, and based on individual circumstances, employees who arrive late to work due to severe conditions may be granted administrative leave for up to two hours. Lateness beyond this two-hour grace period shall be charged as "annual leave."
Employees who are unable to arrive at work during inclement weather will be charged "annual leave" for that period of time. When Fort Lewis College classes are suspended by the President or his designated agent, employees will be granted administrative leave for that period.
An employee required to work during a suspension of classes, will be paid at the regular rate.
Emergency road closure decisions made by county and municipal authorities will be honored by employees living in the areas affected by local road closures and will be granted administrative leave.
The preceding policy was approved by the President's Cabinet.
