Fort Lewis College (FLC) acknowledges the right of individuals to engage in public speech and to assemble peacefully.  At such assemblies, the college expects the rights and privileges of all persons to be respected, the health and safety of the campus community members and property not to be endangered, and the normal college educational and business activities not to be disrupted.

FLC facilities are first and foremost for use by faculty, staff and students for activities and programs that directly relate to the educational mission of the college.  However, FLC’s publicly accessible areas are open to individuals or groups any day of the week, 8 a.m. – 5 p.m., for all non-commercial expressive activities, whether planned or spontaneous, including the distribution of material and collection of signatures, as long as those expressive activities do not disrupt the normal functioning of the college, or conflict with a previously scheduled event.

Approval and Coordination

Any individual or group planning an assembly or event expected to attract a crowd of more than 25 people and/or who plan to use any amplification devices, or any group or individual seeking to hold an event during evening hours, must seek approval and coordinate their activities and plans at least 48 hours in advance through the Office of Union Operations & Facilities Scheduling, Room 164 of the Student Union.

The sponsoring individuals or groups must assume responsibility for compliance with all state and municipal laws and college policies, including the Student Conduct Code and the Colorado statute on riot offenses (C.R.S. § 23-5-124).  The purpose of the approval and coordination process is to facilitate orderly operation of such an assembly, including a plan to control traffic and/or crowds, within reasonable regulations regarding the time, place, and manner in which individuals exercise their First Amendment rights and to prevent disruption of the normal college educational and business activities and to protect the health and safety of the campus community members and property.

Any individual or group wishing to utilize space designated for commercial solicitation and vending (i.e., the area adjacent to the information Desk inside the Student Union and outside near the west entrance of the Student Union) may do so through the approval process set forth in Policy 11-4: On-Campus Solicitation and Vending Policy.

Prohibited Areas

Public speech and  peaceful assembly activities are not allowed inside and within 100 feet of any residential buildings at all times, in any special-use facility (e.g., Chapel, Concert Hall, Gymnasium, Library, laboratories, Student Life Center) at all times, in classrooms during academic hours, or in any instance that disrupts the normal college educational and business activities.

Prohibited Activities

Any activity that impedes the flow of foot-traffic across campus or access to a building, defamation, inciting violence, disruption of normal college educational and business activities, and the like are prohibited.


Individuals and groups who refuse to vacate premises when directed to do so by a college employee or a law enforcement officer may be arrested under applicable criminal charges.  Additionally, individuals and groups who violate this policy may be charged for college disciplinary actions which may result in suspension, expulsion, or employment termination from the college.
