Dr. Barter retired in July 2008 after nine years as superintendent of schools for Durango School District 9-R. Dr. Barter has 28 years of experience as a superintendent in school districts in Minnesota, New York, and Colorado ranging in size from 800 students to 7,500 students. In addition to her experience as a superintendent, Dr. Barter has been an elementary teacher, an elementary principal, a central office administrator, and has taught courses at the college level in the areas of teacher education and educational administration. A recipient of numerous honors at the state and local level, Dr. Barter has also held several elected positions in state and national educational organizations.
Dr. Barter has a bachelor’s degree from the University of Minnesota in sociology and psychology, a master’s degree from the University of Wisconsin-Milwaukee in supervision and instruction, and a doctorate from the same institution in urban education. Her special interests extend beyond school district leadership to include children’s issues, advancing the role of women and minorities in administration, change processes, board development, and the politics of education.
